讲座主要内容:The triple helix model has been based on observations and data collected in a few most developed countries. However, existent research fails to agree on what university capabilities are but simply assumes they readily have, which, in addition, neglects the fact that universities in emerging economies may possess relatively lower capability, e.g., in generating and transferring innovative technology (Wright, Liu, Buck, & Filatotchev, 2008). It thus begs the question how regions which are lack of universities can still have the potential to access and build such capability. This paper aims to advance our understanding of the Triple Helix model in two areas, first, what university capability is, and second, what mechanism can help build the capability. Based on qualitative data collected from two leading innovation and entrepreneurship regional development cities in China, our study takes a micro-foundation perspective to elucidate two different approaches for building such capability. The consequences and implications are also discussed.
